Human resource planning is done by identifying detail information role and responsibilities, skills, and competencies as well as determining the appropriate project team to achieve the success of a project. The purpose of this research is analysis the Organizational Breakdown Structure to help project managers to find out the human resource needs according to their skills, roles and responsibilities, and to carry out a staffing management plan. Based on the result of the analysis, Organizational Breakdown Structure can help project managers in developing a human resource plan, so that each employee can be placed according to their respective responsibilities in the project.
