Every child has the same opportunity to get optimal services on his growth with the abilities and intelligence they have. Children with special needs tend to have the ability with a unique personality background and different from other children. It is hard to predict the level of children's retardation in human inference. The research question is how to construct and design the expert system that classifies the prediction of children's retardation level with certainty factor and knowledge base rule. Aligning to the research question, we proposed a model to predict the children's retardation with certainty factors model elaborate with the forward chain inference. The model has built in an expert system manner, we have constructed some knowledge base rules and measures of certainty factor model to gain the prediction of level retardation. We tailored some knowledge base rules which use IF-THEN rules. There were 35 rules that inferencing to reach the level of retardation. The certainty factor model is used to measure level precision and gave it into the value between range 0 until 1. The result of the research is the model of classification that can measure the level retardation that applies a certainty factor and knowledge rules. The impact of the research we can be quickly and sufficient to predict the level of children's retardation. On the other hand, the work for prediction the level of children retardation can be more effective and efficient
